| 10-EIGHT provides INCIDENT COMMAND SERVICES throughout Lee County for large scale events. 10-EIGHT staff complete FEMA courses on various topics related to the Incident Command System (ICS) and National Incident Management System (NIMS) This education allows us to interact responsibly and professionally as part of a unified emergency response team at large scale incidents. Our goal is to assume command at incidents where immediate threats to life and safety have been mitigated, thus alleviating primary emergency response personnel from further responsibility and commitment. | APRIL 21, 2009 SAILBOAT RECOVERY: Pine Ridge Rd./ JNO Kelly Rd. Fort Myers, FL |
| AT 12:15 PM, 10-EIGHT RESPONDED TO A CALL FOR A BOAT THAT REPORTEDLY "SLIPPED OFF OF A TRAILER." THE INITIAL REPORT WAS THAT THE TRAILER WAS IN GOOD CONDITION AND THE BOAT SIMPLY NEEDED TO BE WINCHED BACK ONTO THE TRAILER FOR TRANSPORT 500 FEET UP THE ROAD. WE ARRIVED ON SCENE AT 12:36 TO FIND THAT THE DISPATCH INFORMATION WAS INACCURATE! THE BOAT HAD ACTUALLY ROLLED ONTO ITS SIDE AS A RESULT OF TRAILER FAILURE. |
| THE VESSEL TO BE RECOVERED ENDED UP BEING A SAILBOAT WITH AN APPROXIMATE 36" KEEL, WHICH CAUSED A SIGNIFICANT CHALLENGE FOR BOTH UPRIGHTING AND TRANSPORT BY THE FLATBED/ CARRIER UNIT ON-SCENE. AT 12:42, ADDITIONAL RESOURCES FROM NEARBY AGENCIES WERE REQUESTED TO RESPOND TO THE SCENE FOR RECOVERY. THE VESSEL OWNER WAS ABLE TO CONTACT A PRIVATE PARTY NEARBY WITH A TRAILER CAPABLE OF TRANSPORTING THE VESSEL SAFELY. IT WAS ALSO NOTED THAT THE OWNER'S DAMAGED TRAILER WAS UNSAFE FOR FURTHER TRAVEL AND HAD CAUSED DAMAGED TO THE VESSEL. WHILE AWAITING ASSISTANCE, THE FIRST UNIT COMPLETED PHOTO DOCUMENTATION OF THE PREEXISTING DAMAGES TO BOTH THE TRAILER AND VESSEL INVOLVED. |
| AROUND 13:35, 10-EIGHT AND OTHER PERSONNEL AGREED ON A RECOVERY ACTION PLAN FORMED A UNIFIED COMMAND TO ENSURE CLEAR COMMUNICATION FOR RECOVERY, SCENE SAFETY, AND TRAFFIC INCIDENT MANAGEMENT. THE INITIAL UPRIGHT OF THE AFT PORTION OF THE VESSEL WAS INITIATED AT 13:42 HOURS USING A MEDIUM DUTY TWIN-LINE WRECKER WITH ONLY ONE LANE OF ROAD BLOCKAGE. AROUND 14:00, A FLATBED AND CRIBBING WAS UTILIZED TO STABILIZE THE FORE PORTION OF THE VESSEL AND BOTH UNITS ATTEMPTED LIFT SO THAT THE DAMAGED TRAILER COULD BE REMOVED AND THE PRIVATE TRAILER COULD BE MOVED UNDERNEATH THE VESSEL. THIS REQUIRED CLOSING BOTH LANES OF TRAFFIC ON PINE RIDGE ROAD. L.C.S.O. ASSISTED WITH TRAFFIC CONTROL. UNFORTUNATELY, THE DEPTH OF THE KEEL PREVENTED THESE UNITS FROM LIFTING THE VESSEL ENOUGH TO CLEAR THE TRAILERS. AT 14:15, A HEAVY DUTY WRECKER WAS REQUESTED TO ASSIST IN COMPLETING THE RECOVERY. |
| THE HEAVY DUTY WRECKER ARRIVED IN THE STAGING AREA AROUND 14:45 AND WAS BRIEFED ABOUT THE RECOVERY ACTION PLAN. WITHIN MINUTES, THE RECOVERY STRAPS WERE PLACED AND THE LIFT COMMENCED AFTER ONE QUICK SAFETY ADJUSTMENT. THERE WAS A SLIGHT DELAY IN MOVING THE DAMAGED TRAILER BECAUSE THE POWER UNIT HAD A DEAD BATTERY. WHILE THE LIGHT DUTY UNIT ON-SCENE PROVIDED A BATTERY BOOST, THE HEAVY DUTY UNIT WAS ABLE TO MOVE THE VESSEL ENOUGH TO OPEN THE NORTHBOUND LANE OF TRAFFIC AROUND 15:15 HOURS. THE SOUTHBOUND LANE REMAINED CLOSE A SHORT WHILE LONGER WHILE THE VESSEL WAS PLACED ONTO THE GOOD TRAILER. ALL TRAFFIC HAD REOPENED AND ALL THREE RECOVERY UNITS HAD CLEARED THE SCENE BY 15:45 HOURS. |

| WE ARRIVED ON-SCENE TO FIND A LINCOLN SEDAN THAT WAS APPROXIMATELY 500 FEET FROM THE ROADWAY. (WHITE SPOT IN THE ABOVE PHOTO = VEHICLE) |
| THE VEHICLE LANDED NOSE-FIRST IN A HEAVILY WOODED AREA AFTER POSSIBLY BEING AIRBORNE OVER THE HILL. |
| SPECIALIZED NYLON RECOVERY STRAPS WERE USED TO EFFECT VEHICLE ROTATION INTO A POSITION THAT WOULD ALLOW FOR EXTRICATION. |
| THE VEHICLE WAS EXTRICATED FROM THE WOODED AREA THROUGH A SMALL PATH THAT WAS MADE OVER THE HILL. AFTER THE RECOVERY, 10-EIGHT ENSURED THAT ALL VEHICLE DEBRIS AND FLUIDS WERE CLEARED FROM THE SCENE AND SECURED THE VEHICLE FOR TRANSPORT TO OUR STORAGE FACILITY IN FORT MYERS. |
